Web Site Flowcharts & Information Hierarchy

Site is fairly well organized considering there is a lot of information. The hierarchy is clear. Problems arise when there are multiple categories for the same information; placed both in the first layer and the second in some instances. Navigation could be confusing for the user, because there is more than one way to get to something.
